The title has a cover price of £2.99 and the launch follows the trial of a one-off edition launched in February.
Girl Talk Art is an extension of title Girl Talk, which has an average fortnightly circulation of 51,463, according to audited figures.
The new title will focus on drawing, painting and craft, including step-by-step guides and art techniques.
It will also feature interviews with artists and fashion designers.
Joanna Tubbs has been appointed deputy editor of the title and journalists will be drafted in from other Immediate titles to work on the new magazine.
Bea Appleby, editor of Girl Talk Art and Girl Talk, said: "We are really pleased that the Girl Talk Art one-shot has been so well received.
"There has been such an enthusiastic response from our readers who love being creative and use Girl Talk Art to expand their interest.
"We aim to create a lively magazine, which I'm really looking forward to developing further to help make art fun and accessible for young girls."
Martin Stahel, associate publisher of pre-teen titles at Immediate Media, said: "Arts and crafts is a massive hobby for girls aged seven to 12, with 58% of them expressing their creativity through drawing, collaging, fashion design and many other mediums every week.
"Girl Talk Art is set to expand the girls' magazine category with something unique for new and existing magazine buyers."
The launch follows Immediate Media's recent launch of a special lavender-scented cover edition of Gardeners' World in May.
