The initial download of the app is free but readers can buy additional editions of the best-selling UK Sunday paper for £1.19, 19p more expensive than the print edition but including video content.
According to the latest ABC print circulation figures for November, The News of the World was down 2.1% from October to a circulation of 2,753,599.
In October, News International revamped its News of the World website and put its content behind a paywall. It charges £1 for 24-hours' access and £1.99 for a four-week subscription.
The Sun is the only News International paper that has not moved behind a paywall while The Times and The Sunday Times became the first in July.
