Channel 4 chief Duncan urges Government to sanction deal with BBC

LONDON - Channel 4 has warned it faces damaging cutbacks if the Government does not sanction a partnership deal with BBC Worldwide, or hand it part of the TV licence fee to help address the broadcaster's funding gap.
