The relaxation of the sponsorship and promotions (S&P) regulations from Ofcom announced in June 2009 must have seemed like a boon time for the radio sector as it looked forward to increased revenue, had it not been for one thing, the reduction of budgets from the Government's Central Office of Information (COI).
