Scragg's departure follows the exit of Paul Turner, UK director of business development, at the start of this year.
The departures are part of a mass exodus at the business, which was acquired by Yahoo! in 2007 for $680m.
At the end of last year the ad exchange's founder Michael Walrath left the company, followed by the departure of Roger Williams, director of international marketing.
Scragg departs Right Media after two years in the business, where he was responsible for managing the European sales team and leading the sales across Europe and Emerging Markets.
He joined from Abacus Direct in April 2007 where he was senior account director.
Turner left after nearly three years to take up the position of director of international business development at start up and buying platform for display media, Invite Media. He will be responsible for heading the US-based business's European operations in London.
There is speculation that Right Media will eventually fold fully into Yahoo! to become an integrated offering, however at the moment the business remains operationally the same.
The ad exchange faced increased competition at the end of last year following the launch of Google's DoubleClick ad exchange.
