It beat off Guardian News & Media to the gong, which just missed out on the award for the second consecutive year.
The final contenders were Google, Guardian News & Media, IDS and TalkSport.
The judges praised VBS' performance in an otherwise poor TV market. In the last 12 months it recruited 152 new brands, including Visa, American Airlines and NPower.
VBS' pre-eminence in the category was reflected in an independent survey of chief executives, managing directors and trading directors by Fuller Girling. When asked their opinions of TV sales houses VBS came out top, beating its nearest competitor's score by more than 30%.
