Huggers, who joined the BBC last year from Microsoft, is currently group controller of the division, and will start his new role on 1 August. He replaces Ashley Highfield, now the chief executive of Kangaroo, the proposed broadband video-on-demand service from the BBC, ITV and Channel 4.
