Former culture secretary Chris Smith has been named chairman of the Advertising Standards Authority. The Rt Hon Lord Smith of Finsbury will succeed the current chairman Lord Borrie QC on 1 July, 2007. Lord Borrie has held the post since 2001.

Edinburgh's UTV-owned Talk107 has appointed Mike Graham as the station's new programme director. Graham, who also presents Independent Republic on the station, was editor of the Scottish Daily Mirror before joining Talk107 in January. He will report to the station's managing director, Peter Gillespie.

Dennis has promoted operations director Pete Wootton to head of digital. The position was created after Guy Sneesby, managing director of Dennis Interactive, left the company in September.

NatMags has appointed Louise Court as editor of Cosmopolitan. Court, a former editor of Best, moves from the publisher's weekly division, ACP-NatMag, where she is editorial director.

Magazine distributor Marketforce has named Adrian Hughes as circulation director of all IPC titles. He has been with the company for 10 years, most recently as IPC deputy circulation director.

MindShare Worldwide has beefed up its Unilever communications planning department. Nitro planning head Chris Blayze joins MindShare as worldwide head of communications planning, Unilever. Nicky Owen joins from brand consultancy Dragon as communications planning director for Dove. Nilufar Fowler, who has been working on Honda for Starcom, joins as a communications planning director for homecare and ice cream.

Independent creative media solutions agency Pd3 has appointed Pete Lien to the newly created role of creative director. A former Naked employee, Lien will look after a broad portfolio of clients including O2 and Penguin Books.

Associated Northcliffe Digital has appointed Sean Mahon as the first marketing services director for AN Digital Integrated Media, the division responsible for the digital channels of the group's newspaper brands. Mahon has joined from fish4.co.uk, where he was marketing director.
